The Senate Rules Committee was called to order by Chairman Jacko at 8:04 p.m. CHAIRMAN JACKO brought CSHB 216(FIN) (POWER COST EQUALIZATION) before the committee and opened the public hearing on the legislation. He then directed attention to a proposed Rules SCS. SENATOR LITTLE moved that SCS CSHB 216(RLS) be adopted. Hearing no objection, it was so ordered. SENATOR DRUE PEARCE, Co-Chair of the Senate Finance Committee, explained that in the House version of the bill, public schools receive PCE, but federal buildings will no longer receive PCE. In the House bill, state buildings will also be able to receive PCE. SCS CSHB 216(RLS) disallows state buildings from receiving PCE. The change will force state and federal buildings to pay their full amount and not receive PCE. SENATOR HALFORD clarified that the Senate Finance Committee moved a PCE bill to the Senate Rules Committee on the same day the House bill came to the Senate and the Rules SCS is the same bill that was passed out of Senate Finance. SENATOR HALFORD moved that SCS CSHB 216(RLS) be passed out of committee with individual recommendations. Hearing no objection, it was so ordered. SENATOR HALFORD moved and asked unanimous consent that SCS CSHB 216(RLS) be approved for calendaring at the Chair's discretion. Hearing no objection, it was so ordered.
