SB 12-ADDRESS CONFIDENTIALITY PROGRAM  1:31:28 PM CHAIR CLAMAN announced the consideration of SENATE BILL NO. 12 "An Act relating to confidentiality of information; relating to the duties of the Department of Administration; creating an address confidentiality program; and providing for an effective date." He noted that this was the second hearing and there was a committee substitute (CS) for the committee to consider. He asked Ms. Adkison to present the CS. 1:31:52 PM ELLA ADKISON, Staff, Senator Jesse Kiehl, Alaska State Legislature, Juneau Alaska, detailed the changes in the committee substitute for SB 12, work order 33-LS0162\R. She pointed to page 3, line 3, where eligibility for victims was expanded to allow the department to establish other standards in regulation outside of protective orders. She noted that victim service advocates expressed concern about protective orders being the lone method for victims to qualify for the program, so the change addresses this concern. CHAIR CLAMAN asked for the location of the change. MS. ADKINSON replied it's on page 3, line 3. 1:32:49 PM SENATOR KIEHL moved that the Senate Judiciary Standing Committee adopt the committee substitute for SB 12, work order 33- LS0162\R, as the working document. CHAIR CLAMAN found no objection and version R was adopted. Finding no further comments or questions, he solicited a motion. 1:33:22 PM SENATOR KIEHL moved to report CSSB 12, work order 33-LS0162\R, from committee with individual recommendations and attached fiscal note. CHAIR CLAMAN found no objection and CSSB 12(JUD) was reported from the Senate Judiciary Standing Committee.
