CHAIR  COGHILL   announced  the  consideration  of   SB  148.  He                                                               
summarized the  intent of the  bill for Senator  Wielechowski and                                                               
asked if he had any questions.                                                                                                  
                                                                                                                                
SENATOR  WIELECHOWSKI  said  he  didn't have  any  questions  and
