  REPRESENTATIVE KELLY , sponsor of the measure, explained HCR 4               
 allows DHSS to reorganize in such a manner that disclosure can                
 occur without a significant loss of federal funds.                            
                                                                               
  SENATOR PARNELL  moved HCR 4 from committee with individual                  
 recommendations.  There being no objection, the motion carried.
