KELLY  GOODE, STAFF,  SENATOR  DONNIE  OLSON, explained  the                                                                    
committee  substitute. She  stated that  the change  removed                                                                    
line 6 in  the original bill, which removed  the sunset. She                                                                    
stated it was the only change.
