IX, sec. 17, Constitution of the State of Alaska) in accordance with sec. 12(c), ch. 1, SSSLA 2015; and providing for an effective date." 1:06:55 PM Co-Chair MacKinnon discussed a few changes in the committee substitute. ^PUBLIC TESTIMONY 1:07:48 PM BILL WARREN, SELF, NIKISKI (via teleconference), testified in support of SB 3001. He shared that he had worked on the Trans-Alaska Pipeline System (TAPS), and was a 63-year resident of Alaska. He thanked the committee for their professionalism. He felt that confidentiality and firewalls would "eat this project up." He stressed that there must be communication between Alaska Gasline Development Corporation (AGDC) and the legislature. He announced that the state was capable of protecting its own interests, and remarked that the other partners were capable of protecting their own interests. He expressed confidence in AGDC, and felt that they were not inferior to the corporate partners. He agreed that expansion was the most important aspect of the state's share in the project. He compared the project to TAPS, and felt that others should not insult the capabilities of Alaska.
