There being NO OBJECTION, it was so ordered. JAMES ARMSTRONG, STAFF, SENATOR PETE KELLY, explained the changes in the committee substitutes. He shared that there had been some analysis of the nonformula, day-to-day operations within the budget. He stated that the current version would further reduce the day-to-day operations by approximately $10.7 million. He shared that combining formula and nonformula operations would reduce the house version of the budget by $20.411 million. There was a reduction of approximately $3.97 million from the FY 15 management plan. He stated that there was a $239.654 million reduction in only the nonformula, day-to-day operations of the budget from the original management plan. He stated that the numbers were representative in four sheets provided by Legislation Finance. There were four major changes to the Language Section. The Alaska Mental Health Trust Authority had requested revised recidivism intent language. There was an amendment from the Governor for Section 22 to refinance some 2009 bond debt, so there was a savings of $2.55 million. There was a recent settlement for new contracts which totaled $410,000, and was reflected in the numbers section. The fund capitalization removed $13 million for the Renewable Energy Program.
