Vice-Chair Fairclough recalled that  Senator Bishop had been                                                                    
considering an amendment to the bill.                                                                                           
                                                                                                                                
Senator  Bishop explained  that he  had discussed  the issue                                                                    
with  the  sponsor   and  had  decided  not   to  offer  the

accompanying fiscal  note. There being NO  OBJECTION, it was
