She explained that SB 151 provided Fetal Alcohol Spectrum Disorder as a mitigating factor during sentencing and that it allowed judges to have more flexibility when dealing with offenders who had a brain dysfunction. Co-Chair Stedman discussed the fiscal notes in the packet. Co-Chair Hoffman MOVED to report CSSB 151(JUD) out of committee with individual recommendations and the accompanying fiscal notes. There being NO OBJECTION, it was so ordered. CSSB 151(JUD) was REPORTED out of committee with a "do pass" recommendation and with a new indeterminate fiscal note from the Department of Law and previously published zero fiscal notes: FN2 (CRT), FN3 (DOA), FN4 (DOC).
