SENATE BILL NO. 239 "An Act relating to ignition interlock devices, to refusal to submit to a chemical test, and to driving while under the influence." SENATOR KEVIN MEYER, SPONSOR, provided the history of the bill. He pointed out that not all judges are using the tool, which is a concern. He stated that research shows the effectiveness of the interlock device. He emphasized that the bill closes loopholes.
