Senator Elton described Amendment #1 as encapsulating the pervious bill heard by the Committee on the Salary Commission. He noted that it duplicates the previous bill with one exception. In the original bill that was heard and moved from Committee the bill had provided that the salary commission could review benefits. This has been changed to very narrowly define benefits so that it does not include the PERS issue.
