This  was the first  hearing  for this  bill in  the Senate  Finance                                                            
Committee.                                                                                                                      
                                                                                                                                
Co-Chair  Kelly noted  Senator Halford's  intent  to adopt a  "naked                                                            
appropriations bill" to  have available if necessary. Co-Chair Kelly                                                            
pointed out this bill contains a title only.                                                                                    
                                                                                                                                
Senator  Hoffman  moved  the  Naked  Appropriation,  SB  2003,  from                                                            
Committee with individual recommendations.
