"An Act imposing certain requirements relating to                                                                               
cigarette sales in this state by tobacco product                                                                                
manufacturers, including requirements for escrow,                                                                               
payment, and reporting of money from cigarette sales                                                                            
in this state; providing penalties for noncompliance                                                                            
with those requirements; and providing for an
