SENATE JOINT RESOLUTION NO. 3 Proposing an amendment to the Constitution of the State of Alaska relating to the repeal of regulations by the legislature. MEL KROGSENG, staff to Senator Robin Taylor, sponsor of the bill was invited to join the committee. She said Senator Taylor was satisfied with the situation regarding the bill. He had asked that it be passed out of committee as is. Senator Green asked why something was not being done in the form of a bill? Ms. Krogseng said there were bills dealing with this matter, i.e. SB 24, sponsored by Senator Donley. That bill would give more guidelines and stronger regulations for the Administration. Senator Wilken MOVED SJR 3 from committee. Senator Adams OBJECTED and spoke briefly to his objection. He said this constitutional amendment had been around for a couple of years. His reason for objecting was because the resolution needed more language in writing just what was being repealed. Co-chair Torgerson asked for a roll call vote. By a vote of 6 yeas (Leman, Wilken, Kelly, Green, Parnell, Torgerson) and 1 nay (Adams) (absent Donley, Phillips) SJR 3 was REPORTED OUT with individual recommendations and accompanying fiscal note from the Governor's Office, Division of Elections, $1.5 thousand. Co-chair Torgerson reviewed the weekly schedule and noted a joint Senate and House Finance meeting on Friday. University President Mark Hamilton would be addressing the joint session. The meeting will start at approximately 9:15 due to a speech being given by Senator Frank Murkowski. Senator Adams advised that he would not be present Friday.
