Without objection, CSSB 136(FIN) was REPORTED OUT with a zero fiscal note from the Office of Management and Budget. COCHAIR SHARP explained that the bill had been heard previously (3-21-97). SENATOR PARNELL explained that it would require a report from OMB detailing what funds and how much was expected to lapse in the fiscal year to be submitted to the legislature by the 45th legislative day. He justified that "we're gonna know what they need to make up in their budget through the supplemental process, we ought to also know how much money's left over in the budget to work with." SENATOR ADAMS asked to hear from the administration concerning the amendment. COCHAIR SHARP noted there was no one present to testify on behalf of the administration. He then withdrew his objection.
