Co-chairman Frank reviewed subcommittee report summaries. University Budget Subcommittee Closeout following review by Senator Rieger and brief question and answer by Wendy Redmond was moved by Senator Halford and without objection was adopted. Senator Zharoff moved language intent regarding University of Alaska, School of Fisheries/Ocean Sciences and without objection it was adopted. Senator Rieger explained Department of Administration chargeback (as listed in the Department of Administration summary). It was moved by Senator Phillips and without objection it was adopted. Senator Rieger explained his recommendation for extended lapse date for Department of Transportation, Maintenance for two months and without objection it was adopted. Senator Zharoff presented his Memorandum regarding ASMI funding and it was taken under advisement by Co- chairman Frank. Senator Rieger explained his intent for Department of Commerce & Economic Development deregulating the title insurance industry. Without objection it was adopted. He moved his intent for the Department of Community & Regional Affairs regarding the Local Boundary Commission and it failed by a vote of 3 - 3. Co-chairman Frank recessed the session subject to call of the chair at 10:05 A.M. Co-chairman Frank reconvened the session at 1:20 P.M. Following brief discussion he explained intents for Department of Natural Resources, Statewide Fire Suppression and Department of Military and Veterans Affairs, Front Section Appropriation and without objection both were adopted. Senator Sharp explained two intents for Department of Commerce and Economic Development regarding Tourism and Fish & Game Habitat. No voting was held at the time. Senator Halford explained Mental Health Appropriations Operating Funds and Budget Subcommittee report. Testimony was given by Mr. Nelson Page and Jeff Jesse, Esq. Senator Halford moved Mental Health Appropriations Operating Funds (HB 413) be incorporated into the Budget Subcommittee report and without objection it was adopted. He also moved the Budget Subcommittee report and without objection it was adopted. Senator Donley moved his intent for Department of Environmental Conservation, Air Quality Division and without objection it was adopted. He moved his intent for Department of Commerce & Economic Development, ASMI regarding relocation to Alaska a portion of employees and objections being duly noted it was adopted by a vote of 5 - 2. He moved his intent for Department of Commerce & Economic Development, ASMI regarding Alaska contractors bidder preference and objections being duly noted it was adopted by a vote of 4 - 3. Senator Donley moved his intent for Department of Fish & Game, Division of Sport Fish. Mr. Kevin Brooks answered questions of the committee. Senator Halford moved to delete "70%" in the intent and insert "50" and without objection it was adopted. Senator Donley moved the intent and objections being duly noted it was adopted by a vote of 5 - 2. He moved his intent for Department of Education, Pupil Transportation. Mr. James Elliott answered questions of the committee. With objections being duly noted it was adopted by a vote of 4 - 3.
