CS FOR HOUSE BILL NO. 183(FIN) Act limiting the authority of the Alaska Housing Finance Corporation to use money or another asset of the corporation to acquire or construct a building for the corporation's use and occupancy, and extending the requirements of preliminary evaluation, notice, and prior legislative approval of certain lease-purchase agreements to include proposed improvements to real property; and providing for an effective date. Co-chairman Halford directed that CSHB 183 (Fin) be brought on for discussion. He explained that the legislation was introduced by Representative Hanley, Co-chairman of the House Finance Committee. It appears to be straightforward in its dealing with certificates of participation in lease- type financing. Co-chairman Halford voiced support for the intent of the legislation and called for questions. None were forthcoming. Senator Phillips MOVED for passage of CSHB 183 (Fin) with individual recommendations and the accompanying zero fiscal note. No objection having been raised, CSHB 183 (Fin) was REPORTED OUT of committee with a zero fiscal note from the Dept. of Administration. Co-chairmen Halford and Frank and Senators Phillips, Rieger, and Sharp signed the committee report with a "do pass" recommendation. Senator Zharoff signed "no recommendation."
