SB 218-ROAD SERVICE AREA CONSOLIDATION  3:54:52 PM CHAIR BISHOP announced the consideration of SENATE BILL NO. 218, "An Act relating to road service area consolidation." He said the committee is hearing SB 218 for the second time. SENATOR MICCICHE reported that the Kenai Peninsula Borough has one board for 28 road service areas (RSAs), which are like zones within the borough. Further, there are approximately 20 RSAs within his district. He said he did not believe SB 218 affects the board that oversees the 28 RSAs within the Kenai Peninsula Borough. He asked Ms. Moss to confirm that the bill does not affect the board. 3:55:46 PM SENATOR GRAY-JACKSON joined the committee meeting. 3:55:59 PM RYNNIEVA MOSS, Staff, Senator John Coghill, Alaska State Legislature, Juneau, Alaska, replied that is correct. The bill says that if the one board feels that consolidation is necessary, the board could go to the borough assembly who could vote do what the board recommended. SENATOR MICCICHE said most of his questions have been answered and he was fine with the bill, but would do some additional research. MS. MOSS said she would be glad to discuss the matter further. 3:56:53 PM SENATOR MICCICHE moved to report SB 218, work order 31-LS1510\M, from committee with individual recommendations and attached zero fiscal note. There being no objection, SB 218 reported from the Senate Community and Regional Affairs Standing Committee.
