SENATE COMMITTEE SUBSTITUTE FOR COMMITTEE SUBSTITUTE FOR HOUSE BILL NO. 312(FIN) "An Act making and amending appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; making appropriations under art. IX, sec. 17©, Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." AND SENATE COMMITTEE SUBSTITUTE FOR COMMITTEE SUBSTITUTE FOR HOUSE BILL NO. 313(FIN) "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." Representative Mulder offered a motion to direct Senator Parnell to serve as the Conference Committee's presiding officer. There was no objection and it was so ordered. Senator Torgerson offered a motion to direct Representative Mulder to serve as vice-chair. There was no objection and it was so ordered. Chair Parnell explained that the Committee would comply with Rule 42 of the Uniform Rules, Alaska State Legislature. He outlined the provisions in Rule 42. [Copy on file.] Co-Chair Parnell explained the three category format saying that Category I consists of the budget components that were given the same appropriation amounts and intent in both the House of Representatives and Senate versions of the bills. Category II, he continued, consists of the budget components where the House and Senate appropriation amounts are the same, but differ in language or intent. He noted that the Conference Committee may adopt either version of intent, or may insert new intent language. The final category, Category III, he stated, contains the budget components that the House and Senate are different in appropriation amounts, language and intent. Mulder moved to approve the request of limited powers of free conference for HB 312 and HB 313. There was no objection and it was so ordered. Senator Adams requested on the behalf of both the House and Senate Minorities that motion sheets be provided at least three hours prior to meetings. Chair Parnell agreed to comply with the request.
