SJR 34-CONST AM: PERM FUND CORP BD/ PUB CORP BD.  CHAIRMAN RICK HALFORD called the Conference Committee on SJR 34 to order at 1:10 p.m. Present were Senators Miller and Halford, and Representatives James, Kott and Smalley. CHAIRMAN HALFORD announced that a proposed conference committee substitute for SJR 34 was prepared. That version incorporates the House language with Representative Halcro's amendment as it passed prior to reconsideration on the House floor. The Senate's position was to include all public corporations while the House's position was to include all public corporations except the Alaska Permanent Fund Corporation. REPRESENTATIVE JAMES asked why the word "state," in relation to managing assets, was removed in the Halcro amendment on page 1, line 8. MS. JULI LUCKY, staff to Chairman Halford, explained that Terri Lauterbach, the legislative drafter, said that the Attorney General believes that public corporations have public corporation assets, not state assets. Ms. Lauterbach disagrees and believes the assets should still be considered state assets if they are owned by public corporations. SENATOR MILLER moved to request of the presiding officers limited powers of free conference. There being no objection, the motion carried. SENATOR MILLER moved to adopt the conference committee substitute for SJR 34. CO-CHAIRMAN HALFORD announced that there being no objection, the conference committee substitute for SJR 34 (labeled 1LS1373/I) had been adopted and reported out of committee. REPRESENTATIVE SMALLEY asked about the procedure for notifying legislators of the contents of the conference committee report before it is voted on. CO-CHAIRMAN HALFORD said he would ask staff to prepare and distribute a statement informing legislators that the Conference Committee adopted the House version with the Halcro amendment adopted prior to reconsideration. There being no further business to come before the committee, CHAIRMAN HALFORD adjourned the meeting at 1:12 p.m.
