HJR 3-CONCEALED HANDGUN RECIPROCITY B/W STATES 3:57:03 PM CHAIR SHAW announced that the final order of business would be HOUSE JOINT RESOLUTION NO. 3, "Encouraging Congress to pass the Concealed Carry Reciprocity Act or a similar bill." [Before the committee was CSHJR 3(JUD).] CHAIR SHAW invited questions from members of the committee. 3:57:40 PM REPRESENTATIVE STORY said she was comforted that the laws of the home state would remain intact should the bill pass. However, she expressed concern about the lack of an educational component and asked whether the bill sponsor had considered including one in the resolution. 3:59:13 PM REPRESENTATIVE GEORGE RAUSCHER, Alaska State Legislature, prime sponsor of CSHJR 3(JUD), shared that he had not considered an educational component. He recommended that people conduct their own research into state laws when traveling with a weapon. He added that he was unsure of the feasibility of implementing classes in each state and unclear on the fiscal implications. REPRESENTATIVE STORY suggested the inclusion of a statewide public service announcement or public notice. REPRESENTATIVE RAUSCHER said he would take it into consideration. 4:02:12 PM REPRESENTATIVE WRIGHT moved to report CSHJR 3(JUD) out of committee with individual recommendations and the accompanying fiscal notes. There being no objection, CSHJR 3(JUD) was reported from the House State Affairs Standing Committee.
