CHAIR KREISS-TOMKINS opened public testimony. 3:35:23 PM ADAM HYKES, said, as an investor in the Alaska Permanent Fund, he had a huge problem with forcing a divestment policy that he would not otherwise support. He opined that Ukraine was a "hot button issue," further speculating that the bill was hastily thrown together. He expressed his opposition to the practice of placing economic sanctions on another nation.
