CHAIR KREISS-TOMKINS  announced that the first  order of business                                                               
would be  HOUSE BILL NO. 163,  "An Act relating to  vehicle title                                                               
applications."                                                                                                                  
                                                                                                                                
CHAIR   KREISS-TOMKINS   opened    public   testimony.      After                                                               
ascertaining  that no  one wished  to testify,  he closed  public

REPRESENTATIVE CLAMAN  moved to  report HB  163 out  of committee                                                               
with  individual  recommendations  and  the  accompanying  fiscal
