SB 196-APPROPRIATION LIMIT; BUDGET RESERVE FUND    3:27:10 PM CHAIR KREISS-TOMKINS announced that the final order of business would be CS FOR SENATE BILL NO. 196(FIN)(efd fld), "An Act relating to an appropriation limit; and relating to the budget responsibilities of the governor." 3:27:45 PM REPRESENTATIVE LEDOUX commented that she likes the bill and has a similar, if not identical, bill to SB 196, which is currently in the House Finance Committee. The legislature has shown that it does not have to follow statute as far as appropriations are concerned, but at least this is a guideline and she would like to see this bill move all the way through. REPRESENTATIVE BIRCH commented that he echoes Representative LeDoux and is happy to see this come forward and he appreciates its broad range of support as a guideline. The legislature needs guidelines and this legislation is heading in the right direction, he said. REPRESENTATIVE JOHNSON commented that she appreciates bringing this bill forward and hopes to see good work on this (audio difficulties.) 3:29:19 PM REPRESENTATIVE KNOPP moved to report CSSB 196, labeled 30- LS1022\O.A out of committee with individual recommendations and the accompanying fiscal notes. There being no objection, CSSB 196(FIN)(efd fld) moved out of the House State Affairs Standing Committee.
