  summarized prior committee meetings regarding majority vote

  REPRESENTATIVE FRAN ULMER opposed the initiative process to                  
  amend the Constitution.  Her major concern was that interest                 
  groups would have more influence in changing the                             
  Constitution.  This must be a document that can withstand                    
  the test of time, she believed.
