SCR 2-SEXUAL ASSAULT AWARENESS MONTH:APRIL 2017  1:31:03 PM CHAIR LEDOUX announced that the only order of business would be SENATE CONCURRENT RESOLUTION NO. 2, Proclaiming April 2017 as Sexual Assault Awareness Month. 1:31:11 PM REPRESENTATIVE CLAMAN moved to adopt the proposed House committee substitute (HCS) for SCR 2, Version 30-LS0320\O, Martin, 4/26/17, as a working document. There being no objection, Version O was before the committee. 1:31:41 PM COURTNEY ENRIGHT, Staff, Representative Gabrielle LeDoux, Alaska State Legislature, presented Version O to SCR 2 on behalf of Representative LeDoux, Chair of the House Rules Standing Committee. She said Version O would make three changes to SCR 2 by declaring: April 2018 as Sexual Assault Awareness Month; April 2017 and April 2018 as Child Abuse Awareness Month; and April 7, 2017, and April 6, 2018, as Go Blue Friday. 1:32:27 PM REPRESENTATIVE EASTMAN said he would like to make a motion to adopt Amendment 1. CHAIR LEDOUX said she would not be accepting amendments. 1:32:47 PM REPRESENTATIVE EASTMAN called a point of order. CHAIR LEDOUX reemphasized that she would not be entertaining any motions for amendments. 1:33:07 PM REPRESENTATIVE CLAMAN moved to report the proposed House committee substitute (HCS) for SCR 2, Version 30-LS0320\O, Martin, 4/26/17, out of committee with individual recommendations and the accompanying fiscal notes. 1:33:19 PM REPRESENTATIVE REINBOLD objected. She questioned why Chair LeDoux was not accepting any amendments. CHAIR LEDOUX answered, "Because I don't want any amendments." 1:33:35 PM REPRESENTATIVE REINBOLD, in response to Chair LeDoux, confirmed that she would maintain her objection. 1:33:41 PM A roll call vote was taken. Representatives Stutes, Kito, Claman, and LeDoux voted in favor of the motion to report the proposed House committee substitute (HCS) for SCR 2, Version 30- LS0320\O, Martin, 4/26/17, out of committee with individual recommendations and the accompanying fiscal notes. Representatives Chenault, Eastman, and Reinbold voted against it. Therefore, HCS SCR 2(RLS) was reported out of the House Rules Standing Committee by a vote of 4-3.
