HR 13-ANCHORAGE VEHICLE INSPECTION PROGRAM  2:07:13 PM CHAIR DAHLSTROM announced that the first order of business would be HOUSE RESOLUTION NO. 13, Encouraging the repeal of the Anchorage Vehicle Inspection and Management Program. 2:07:16 PM REPRESENTATIVE HERRON moved to adopt CSHR 13, Version 26- LS1403\E, Luckhaupt, 2/22/10, as the working document. There being no objection, Version E was before the committee. 2:08:14 PM JAMES ARMSTRONG, Staff, Representative Bill Stoltze, Alaska State Legislature, explained that Version E corrects the initial of Daniel Sullivan, Mayor of the Municipality of Anchorage, to the correct initial. He characterized HR 13 as a simple legislation that describes the history of the Inspection and Management (IM) program over the last 25 years. The resolution requests that the Anchorage Assembly rescind its action in having the IM program continue. As an aside, Mr. Armstrong related that he worked for former Senator Dave Donley who championed changing the IM program to a biennial program, which paved the way for two-year automobile registration [renewals] statewide. 2:09:20 PM REPRESENTATIVE KERTTULA inquired as to why the Anchorage Assembly would rescind its decision. MR. ARMSTRONG offered that the makeup of the Anchorage Assembly changed. There was an 8:2 vote to terminate the program on January 1st. However, the makeup of the Anchorage Assembly changed and on a 6:4 vote it decided to maintain the program. He noted that Assemblyman Coffey abstained from both of the aforementioned votes. 2:10:17 PM CHAIR DAHLSTROM, in response to Representative Neuman, clarified that Version E corrected the mistake. 2:10:39 PM REPRESENTATIVE HERRON moved to report CSHR 13, Version 26- LS1403\E, Luckhaupt, 2/22/10, out of committee with individual recommendations and the accompanying fiscal notes. There being no objection, CSHR 13(RLS) was reported from the House Rules Standing Committee.
