HB 13-SCHOOL CONSTRUCTION BOND REIMBURSEMENT 9:41:20 AM CHAIR ROKEBERG announced that the first order of business would be HOUSE BILL NO. 13, "An Act relating to reimbursement of municipal bonds for school construction; and providing for an effective date." [Before the committee is CSHB 13, Version 24- LS0062\N, Mischel, 4/20/06.] 9:41:26 AM REPRESENTATIVE MCGUIRE moved that the committee adopt Amendment 1, which read: Page 6, line 11: Following "approved by the commissioner," Delete "60" Insert "70" Page 6, line 18: Following "of this section," Delete "40" Insert "60" CHAIR ROKEBERG objected for discussion purposes. REPRESENTATIVE MCGUIRE recalled that in earlier meetings this committee recognized the legislation included a slight deficiency that Amendment 1 would address. She expressed her hope that Amendment 1 would allow schools in growing areas to take advantage of the reimbursement specified. CHAIR ROKEBERG pointed out that [Version N] doesn't have a cap, but rather has a sunset. He then informed the committee that the administration [approves of Version N]. 9:43:18 AM REPRESENTATIVE HARRIS noted his appreciation to those in the Matanuska-Susitna Valley who voted in support of the bonding for the construction and repair of schools. CHAIR ROKEBERG mentioned that the Anchorage legislators have sent a letter to the Municipality of Anchorage and the Anchorage School Board recommending a new election to access the funds [this legislation would provide]. 9:43:59 AM CHAIR ROKEBERG removed his objection. There being no further objection, Amendment 1 was adopted. He then informed the committee that there will be an amendment on the House floor to add significant dollars. As the legislation currently stands [its total fiscal impact will be] $96 million and specifies a base student allocation (BSA) of $5,380. He mentioned that he is looking forward to further amendments on the House floor to reflect the agreements made between the House and the Senate. 9:45:04 AM REPRESENTATIVE MCGUIRE moved to report CSHB 13, Version 24- LS0062\N, Mischel, 4/20/06, as amended, out of committee with individual recommendations and the accompanying and forthcoming fiscal notes.
