HB 109-MILITARY CHILDREN SCHOOL RESIDENCY WAIVER  1:09:46 PM VICE CHAIR TUCK announced the next order of business would be HOUSE BILL NO. 109, "An Act relating to residency requirements for public school enrollment for certain children of active duty military members." 1:10:28 PM REPRESENTATIVE KOPP moved to adopt the committee substitute (CS) for HB 109, labeled 31-LS0728\M, Caouette, 4/18/19, as the working document. REPRESENTATIVE TARR objected for discussion purposes. 1:12:04 PM DENEEN TUCK, Staff, Representative Gabrielle LeDoux, sponsor of HB 109, directed attention to the bill on page 1, lines 8 and 9, which read in part: or pending transfer to a military installation in the state under an official military order ... MS. TUCK then directed attention to the CS for HB 109, lines 8- 10, which read in part: ...pending transfer under an official military order to a military installation in the state from another military installation within the state or from outside of the state. MS. TUCK explained the first change made in the CS adds language to address [students] who transfer to districts within the state, or from districts outside the state. The second change was found on page 1, lines 11 and 12, which directs parents shall provide proof of residence within 10 days of the student's first day of attendance in the new school district. The third change was to add the National Guard to "active duty member of the armed forces of the United States" as found on page 1, lines 7 and 8. The final change was found on page 2, lines 2 and 3, which clarifies "residence" means the principal dwelling place of an active duty parent. REPRESENTATIVE TARR removed her objection. There being no further objection, the CS was adopted. 1:14:24 PM REPRESENTATIVE KOPP moved to report the committee substitute for HB 109, labeled 31-LS0728\M, Caouette, 4/18/19, out of committee with individual recommendations and the accompanying fiscal notes. There being no objection, CSHB 109(MLV) was reported out of the House Special Committee on Military and Veterans' Affairs.
