SCR 21-VIETNAM WAR MEMORIAL:MOVING WALL 1:02:26 PM CHAIR LYNN announced that the only order of business would be CS FOR SENATE CONCURRENT RESOLUTION NO. 21(STA), relating to the Vietnam War, to veterans and their families, and to the Vietnam War memorial entitled "The Moving Wall." 1:02:40 PM REPRESENTATIVE DAHLSTROM moved to adopt HCS CSSCR 21, Version 24-LS1682\Y, Bannister, 3/31/06, as the working document. There being no objection, Version Y was before the committee. 1:03:19 PM JOSHUA TEMPEL, Staff to Senator Charlie Huggins, Alaska State Legislature, explained that "The Moving Wall" is a half size replica of the Vietnam War memorial in Washington, D.C. He noted that the tour will include a stop in Cordova, which has the highest per capita rate of Vietnam deaths in the U.S. He informed the committee that [Version Y] changes the dates of the "The Summer of Honor and Season of Gratitude" to May 19,2006 through July 22,2006. 1:06:01 PM REPRESENTATIVE GRUENBERG mentioned a U.S. Navy Seabee from Hyder who received the Congressional Medal of Honor in Vietnam. He relayed that the community of Hyder has expressed interest in honoring this man. This man was the only U.S. Navy Seabee to receive a Congressional Medal of Honor in Vietnam and Representative Gruenberg surmised that this man was the only Alaska resident to receive the Congressional Medial of Honor in Vietnam. Representative Gruenberg suggested including language in this resolution encouraging the City of Hyder and the State of Alaska to honor this man. MR. TEMPEL responded that [the sponsor] would like to avoid honoring individuals in SCR 21. CHAIR LYNN agreed and suggested an additional resolution or citation honoring this man from Hyder. REPRESENTATIVE ELKINS agreed with Chair Lynn. 1:09:45 PM REPRESENTATIVE DAHLSTROM moved to report HCS CSSCR 21, Version 24-LS1682\Y, Bannister, 3/31/06, out of committee with individual recommendations and the accompanying fiscal notes. There being no objection, HCS CSSCR 21(MLV) was reported out of the House Special Committee on Military and Veterans' Affairs.
