CO-CHAIR  SPOHNHOLZ announced  that the  first order  of business                                                               
would be HOUSE  BILL NO. 402, "An Act  relating to identification

CO-CHAIR  SPOHNHOLZ  opened  public  testimony on  HB  402,  then
