HB 377-EXEMPTION: RES. BLDG. DRAWINGS & SPECS REPRESENTATIVE KOTT announced that the only order of business would be HOUSE BILL NO. 377, "An Act relating to an exemption from certain registration and practice requirements for persons preparing drawings or specifications related to the construction of certain buildings." REPRESENTATIVE LYNN moved to adopt CSHB 377, Version 24- LS1471\G, Bannister, 2/28/06, as the working document. There being no objection, Version G was before the committee. REPRESENTATIVE LYNN asked for an explanation of the changes in the committee substitute (CS). 3:37:05 PM MIKE PAWLOWSKI, Staff to Representative Kevin Meyer, Alaska State Legislature, said that the CS is a correction of an oversight in the original version of the bill. He explained that in the original version, in order to be exempt from the requirement of having [building] drawings done by a professional architect or engineer, the building must be a four family home, (which, he noted, is a 4-plex) not more than three stories high. This was not consistent with the [International Building Code], therefore, the CS changes this to a duplex, which houses two families and is three stories high. 3:38:00 PM BILL TAYLOR, Director, Colony Builders, explained that the intent of HB 377 is to make state statute consistent with the International Residential Code. He explained that the language was changed for clarity, and commented that the legislation is a "housekeeping" measure. 3:38:24 PM REPRESENTATIVE KOTT noted that the Anchorage Home Builders Association, Inc. (AHBA) supports the legislation. 3:38:36 PM REPRESENTATIVE CRAWFORD moved to report CSHB 377, Version 24- LS1471\G, Bannister, 2/28/06, out of committee with individual recommendations and the accompanying fiscal notes. There being no objection, CSHB 377(L&C) was reported from the House Labor and Commerce Standing Committee.
