HB 114: DRUG DISPENSING:ADVANCED NURSE PRACTITIONERS Number 028 REP. CYNTHIA TOOHEY, PRIME SPONSOR OF HB 114, explained that the bill would clarify in statute what is in practice now. Rep. Toohey further explained that when the statute was written it gave advanced nurse practitioners the authority to prescribe, but the word dispense was left out. REP. SITTON asked why there were no statements from doctors on the issue. REP. TOOHEY stated that doctors weren't affected by the bill. Number 118 REP. JOE GREEN inquired if there was any concern regarding potential abuse of the drugs the nurses would carry with them since they would have to maintain a large quantity, especially when travelling. Number 151 ELFRIDA NORD, CHIEF, DIVISION OF PUBLIC HEALTH, DEPARTMENT OF HEALTH AND SOCIAL SERVICES, responded that the type of drugs the nurses can dispense is determined by the Board of Nursing. REP. TOOHEY responded further that security of the drugs is tightly controlled and all nurses carry liability insurance. Number 224 REP. PORTER moved HB 114 with individual recommendations. No objections were heard and it was so ordered.
