ELLIE SICA Juneau, Alaska POSITION STATEMENT: Testified in favor of the appointment of Antoinette Mallott to the Select Committee on Legislative Ethics. ACTION NARRATIVE 1:08:06 PM VICE CHAIR NANCY DAHLSTROM called the House Judiciary Standing Committee meeting to order at 1:08 p.m. Representatives Dahlstrom, Holmes, Gatto, Lynn, and Gruenberg were present at the call to order. Representative Herron arrived as the meeting was in progress. ^CONFIRMATION HEARING(S) ^Select Committee on Legislative Ethics CONFIRMATION HEARING(S)  Select Committee on Legislative Ethics    1:08:27 PM VICE CHAIR DAHLSTROM announced that the only order of business would be consideration of the appointment of Antoinette Mallott to the Select Committee on Legislative Ethics. 1:09:04 PM ANTOINETTE MALLOTT, Appointee, Select Committee on Legislative Ethics, in response to questions, recounted some personal information, and relayed that while serving as a member of the school site council and Staff Collaboration Team (SCoT) for Gastineau Elementary School, she gained the experience necessary to perform the duties required of those who serve on the Select Committee on Legislative Ethics; that she became interested in serving on the Select Committee on Legislative Ethics after being contacted by Chief Justice Carpeneti, and believes that as an educator and an Alaskan Native, she would make a great addition to the Select Committee on Legislative Ethics Committee; that she has had a chance to review information about the Select Committee on Legislative Ethics and its duties, and believes she would be able to make fair decisions when situations regarding ethics questions or purported ethics violations arise in the future; and that her belief is that legislators themselves are responsible for becoming familiar with the statutes pertaining to legislative ethics. REPRESENTATIVE HOLMES thanked Ms. Mallott for her willingness to serve on the Select Committee on Legislative Ethics. REPRESENTATIVE GRUENBERG disclosed that Ms. Mallott was one of his son's teachers. 1:21:51 PM ELLIE SICA said that Ms. Mallott was also one of her teachers - someone who taught her students the difference between what was right and what was wrong, as well as how to problem solve - and was always very fair to all of her students. In conclusion, Ms. Sica said she would like to see Ms. Mallott serve on the Select Committee on Legislative Ethics. VICE CHAIR DAHLSTROM said that in reviewing Ms. Mallott's resume, she was struck by Ms. Mallott's extensive teaching experience, surmising that that experience and the skills she's developed would enable Ms. Mallott to do a good job while serving on the Select Committee on Legislative Ethics. REPRESENTATIVE GRUENBERG opined that Ms. Mallott has an excellent background, one appropriately suited for serving on the Select Committee on Legislative Ethics. REPRESENTATIVE HERRON remarked that although such service won't be easy, he has complete confidence in her ability to do the job well. VICE CHAIR DAHLSTROM thanked Ms. Mallott for her willingness to serve on the Select Committee on Legislative Ethics, surmising that her fellow members of the House Judiciary Standing Committee really appreciate that willingness. 1:25:46 PM VICE CHAIR DAHLSTROM [made a motion] to advance from committee the nomination of Antoinette Mallott as appointee to the Select Committee on Legislative Ethics. There being no objection, the confirmation was advanced from the House Judiciary Standing Committee. VICE CHAIR DAHLSTROM also reminded members that signing the reports regarding appointments to boards and commissions in no way reflects individual members' approval or disapproval of the appointees, and that the nominations are merely forwarded to the full legislature for confirmation or rejection. 1:26:22 PM ADJOURNMENT  There being no further business before the committee, the House Judiciary Standing Committee meeting was adjourned at 1:26 p.m.
