SB 306 - NATUROPATHIC MEDICINE Number 0108 CHAIR McGUIRE announced that the only order of business would be CS FOR SENATE BILL NO. 306(FIN) am, "An Act relating to the practice of naturopathic medicine; and providing for an effective date." Number 0139 REPRESENTATIVE GARA moved to adopt the proposed House committee substitute (HCS) for SB 306, Version 23-LS1572\C, Mischel, 5/10/04, as the work draft. There being no objection, Version C was before the committee. CHAIR McGUIRE directed attention to page 2, lines 28 and 29, and said she has spoken with the sponsor about changing the dates to "December 1, 2004". She said she wants to ensure that there would be enough time for the task force to present its written findings and recommendations to the legislature before being terminated and that nothing about it would be construed as being political. She noted that even if a legislative member of the task force did not get reelected, he/she would still serve out his/her legislative term until a new legislator is sworn in. Number 0215 BRIAN HOVE, Staff to Senator Ralph Seekins, Alaska State Legislature, sponsor, on behalf of Senator Seekins, indicated agreement. Number 0220 REPRESENTATIVE GRUENBERG made a motion to adopt Amendment 1, to change the dates on page 2, lines 28 and 29, to "December 1, 2004". He then objected for the purpose of discussion. He suggested that the report and recommendations be due on December 1, 2004, but that the task force not be terminated until perhaps February, 1, 2004. This would give the task force an opportunity to assist the legislature after its report and recommendations are submitted. He indicated that he would alter his motion by bifurcating it. Number 0260 REPRESENTATIVE GRUENBERG made a motion to adopt [an amended] Amendment 1, to change the date on page 2, line 28, to "December 1, 2004". There being no objection, Amendment 1 [as amended] was adopted. Number 0275 REPRESENTATIVE GRUENBERG made a motion to adopt Amendment 2, to change the date on page 2, line 29, to "February 1, 2005". MR. HOVE indicated that he didn't have a problem with that change. Number 0291 CHAIR McGUIRE asked whether there were any objections to Amendment 2. There being none, Amendment 2 was adopted. Number 0319 REPRESENTATIVE GRUENBERG made a motion to adopt Amendment 3, to delete the word, "State" from page 2, line 16. He said that the official name of the organization listed in that provision does not include the word, "State". There being no objection, Amendment 3 was adopted. CHAIR McGUIRE offered Mr. Hove the assistance of her staff during the formation of the task force. REPRESENTATIVE GRUENBERG made a motion to "extend our thanks, for the cooperation and assistance, to the [Senate Judiciary Standing Committee]. MR. HOVE said, "Likewise." REPRESENTATIVE GRUENBERG made a motion to thank the chair and vice chair of the House Judiciary Standing Committee. CHAIR McGUIRE thanked members of the minority for consistently making a quorum. Number 0436 REPRESENTATIVE GRUENBERG moved to report the proposed House committee substitute (HCS) for SB 306, Version 23-LS1572\C, Mischel, 5/10/04, as amended, out of committee with individual recommendations and the accompanying fiscal notes. There being no objection, HCS CSSB 306(JUD) was reported from the House Judiciary Standing Committee.
