She  reported  that  the  CS   contained  two  changes.  She                                                                    
explained  that  the   first  change  on  page   1,  line  1                                                                    
eliminated  the language,   and providing  for an  effective                                                                    
date.  The other  change eliminated Section 2  and Section 3
