     and  other  appropriations;  making  appropriations  to                                                                    
     capitalize funds; and providing for an effective

JAMES   ARMSTRONG,  STAFF,   REPRESENTATIVE  BILL   STOLTZE,                                                                    
explained  that he  was currently  working with  Legislative                                                                    
Finance  on  drafting a  committee  substitute  in the  next                                                                    
couple of hours.                                                                                                                
                                                                                                                                
CSSB 160(FIN)  was HEARD and  HELD in committee  for further
