     relating   to  the   interest  rates   of  the   Alaska                                                                    
     Industrial  Development   and  Export   Authority;  and                                                                    
     relating to  taxes paid on interests  in property owned                                                                    
     by  the   Alaska  Industrial  Development   and  Export                                                                    
     Authority  and to  the  local  contribution for  public
