CS FOR SENATE BILL NO. 234(FIN) "An Act relating to the voting procedures of the Alcoholic Beverage Control Board; allowing the Alcoholic Beverage Control Board to release information contained in the statewide database of alcohol purchases and shipments to the person who purchased the alcohol or to whom the alcohol was shipped; relating to the access of persons under 21 to premises where alcoholic beverages are sold, served, or consumed; extending the termination date of the Alcoholic Beverage Control Board; and providing for an effective date." 7:33:14 PM JOSH APPLEBEE, STAFF, KEVIN MEYER, explained that SB 234 provided a one year extension of the Alcoholic Beverage Control Board. He pointed out that the board had a new executive director who requires additional time to address certain problems. The Legislative Budget and Audit Committee will use the interim to review the issues and return next year with a more extensive board extension bill. He mentioned a House Committee Substitute (CS) where the Labor and Commerce Committee made two changes to the bill. One change removes the executive director's voting ability in the event of a tie. The other change alters access to the statewide alcohol data base. 7:34:32 PM PAT DAVIDSON, LEGISLATIVE AUDITOR, LEGISLATIVE AUDIT DIVISION, LEGISLATIVE AFFAIRS AGENCY, explained that the results of the audit indicated that existing administrative issues persist. The board did not establish quantifiable and objective enforcement goals. The recommendation was for strategic placement of enforcement activity. Most other recommendations were administrative in nature.
