REX SHATTUCK,  STAFF, REPRESENTATIVE  NEUMAN, explained  that                                                                   
the  amendment  addresses  the  concern that  AVTEC  was  not                                                                   
included  in  the  bill.   Amendment  #1  inserts  "a  state-                                                                   
operated vocational technical  education and training school"                                                                   
in seven places in the bill.
