HOUSE BILL NO. 46                                                                                                             
                                                                                                                                
     "An  Act making  appropriations  for  the operating  and                                                                   
     capital    expenses    of   the    state's    integrated                                                                   
     comprehensive mental  health program; and  providing for                                                                   
     an effective date."                                                                                                        
                                                                                                                                
Ms.  McConnell   explained  that   the  summary   information                                                                   
combines   the    mental   heath   and    non-mental   health                                                                   
expenditures,  although  they   are  passed  separately.  The                                                                   
Governor works with the Alaska  Mental Health Trust Authority                                                                   
to promote new programs that can make improvements.
