HOUSE BILL 75 "An Act making appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; and providing for an effective date." HOUSE BILL 76 "An Act making appropriations for the operating expenses of the state's integrated comprehensive mental 1 health program; and providing for an effective date." Co-Chair Hanley explained the intent of the meeting was to adopt the subcommittee reports as amendments to HB 75, as well as the subcommittee recommendations on HB 76, the Mental Health Program. Co-Chair Therriault MOVED to adopt the individual budget subcommittee reports by the House Finance Committee as a proposed committee substitute for HB 75. There being NO OBJECTION, they were adopted. Co-Chair Therriault MOVED to adopt the budget subcommittee reports which relate to the Mental Health Program be adopted by the House Finance Committee as a proposed committee substitute for HB 76. There being NO OBJECTION, it was so ordered. Co-Chair Hanley provided an overview of the Committee schedule and deadlines for the procedures assocated with passage of the operating budget. Only Finance members can sponsor amendments to the bills, which must follow the format, listed by the department with the delete. He requested that the "delete" section be limited to the operating budget.
