Representative Brown advised Committee members that Section explained that the legislation would provide the House of Representatives a vehicle to utilize in order to expedite adjournment. Representative Brown stated that her preference would be to provide a real bill which would be scrutinized by both bodies rather than providing a shell for the other body to put their bill into. Representative Brown expressed her on- going frustrations with the process of addressing the capital appropriation budget. A roll call was taken on the MOTION to move the bill from Committee.
