HB 14 APPROP: BIDCO FUND CHAIR MACLEAN announced that the next bill was HB 14 ("An Act making an appropriation for capitalization of the BIDCO fund; and providing for an effective date.") She stated that this was the BIDCO bill with $10,000,000 from the Alaska Science and Technology Foundation endowment. Number 272 REPRESENTATIVE DAVIS said, "The figures had been changed to read for a total amount of $10,000,000 with $3,000,000 to be given in this particular year so they can begin the BIDCO process because Science and Technology said they do not have that without going into the corpus of their $100,000,000." Number 288 REPRESENTATIVE HUDSON said the bill was good for business and the revised amounts made it more "do-able." Number 298 REPRESENTATIVE JAMES asked if the $3,000,000 would just "sit there" in the fund. Number 310 REPRESENTATIVE DAVIS said it would not just sit there, it would be used to start setting up BIDCOs. Number 323 REPRESENTATIVE HUDSON suggested waiting until a committee substitute was adopted before deciding whether the Task Force wanted to co-sponsor this bill. HB 14 APPROP: BIDCO FUND Number 508 REPRESENTATIVE DAVIS asked for a time certain for a decision on co-sponsoring the BIDCO bill (HB 14). REPRESENTATIVE HUDSON said he saw no reason not to co- sponsor it. Number 527 REPRESENTATIVE VEZEY stated that the committee substitute made no sense in the change from $3,000,000 to $10,000,000. REPRESENTATIVE DAVIS said the total appropriation would be $10,000,000. Number 540 CHAIR MACLEAN added that the $3,000,000 would be for start- up and the $10,000,000 would be in the pot to be used.
