Fiscal Notes for HB 22  8:05:02 AM CHAIR MCCORMICK announced that the only order of business would be the fiscal notes pertaining to HB 22. 8:05:55 AM CHAIR MCCORMICK explained that when the House Community and Regional Affairs Standing Committee moved HB 22 out of committee, it did so without fiscal notes. 8:05:59 AM CHAIR MCCABE moved and asked unanimous consent that fiscal notes 1 and 2 be moved from committee and attached to HB 22. REPRESENTATIVE MCKAY objected. REPRESENTATIVE MCCABE objected for the purpose of discussion. 8:06:28 AM REPRESENTATIVE MCKAY explained his objection. He said the committee has not had a chance to review the fiscal notes. He expressed concern that the state's spending levels are above the amount of incoming revenue. He expressed further concern about the bill itself and the precedent it may set. 8:07:23 AM REPRESENTATIVE MCCABE spoke to his objection. He brought up Uniform Rule 20, which speaks to the jurisdiction of all committees. He opined that the bill had been rushed through the committee and said he was disappointed that economic impacts were not thoroughly discussed.
