DEPARTMENT OF COMMERCE AND ECONOMIC DEVELOPMENT DEPARTMENT OF NATURAL RESOURCES UNIVERSITY OF ALASKA DEPARTMENT OF COMMERCE AND ECONOMIC DEVELOPMENT Chair Representative Mulder reviewed the proposed conference committee motions for the Department of Commerce and Economic Development (see attached motion sheets). He noted that motions 1 - 5 and 16 would be held open. Senator Parnell MOVED to ADOPT the proposed conference committee amounts for items 6 - 15 for the Department of Commerce and Economic Development (see motion sheets). There being NO OBJECTION, it was so ordered. DEPARTMENT OF NATURAL RESOURCES Chair Representative Mulder reviewed the proposed conference committee motions for the Department of Natural Resources (see attached motion sheets). Senator Parnell MOVED to ADOPT the proposed conference committee amounts for all items (1 and 19) for the Department of Natural Resources (see motion sheets). Senator Parnell MOVED to ADOPT the following Senate intent language for the Recorder's Office: "It is the intent of the legislature that the Department of Natural Resources, Division of Support Services, State Recorder's Office, be able to fulfill its statutory responsibilities under AS 40.17.070. These responsibilities include the creation and maintenance of a daily log and index for recorded documents and the prompt return of original documents to their owners after recordation. If workload impacts the ability of the existing Recorder's Office staff to index documents within 24 hours of recordation or to return originals within thirty days after recording, then it is the legislative intent that the Recorder's Office should hire "welfare-to-work" or non-perms and request supplemental funding for FY00." There being NO OBJECTION, it was so ordered. Senator Parnell MOVED to ADOPT the following Senate intent language for the Division of Water Development: "It is the intent of the legislature that the budget reduction to the Water development Component is directed at the water rights permit adjudication program. The hydrology, research and data collection efforts are not a part of this reduction." There being NO OBJECTION, it was so ordered. UNIVERSITY OF ALASKA Chair Representative Mulder reviewed the proposed conference committee motions for the University of Alaska (see attached motion sheets). In response to a question by Co-Chair Therriault, Senator Parnell clarified that additional funds for the University of Alaska would be included in the front section. Senator Parnell MOVED to ADOPT the proposed conference committee amounts for the University of Alaska (items 1 - 4). There being NO OBJECTION, it was so ordered. Senator Parnell MOVED to ADOPT intent language for the University of Alaska: "By increasing the University of Alaska's general fund allocation in the FY 2000 budget, it is the intent of the Legislature to give strong encouragement to the President and Board of Regents to take significant steps to begin consolidation of similar functions and facilities within the university statewide system. It is the intent of the Legislature that the Board of Regents strongly consider developing the community college concept statewide in those communities in which University of Alaska outreach centers are currently located. It must be the goal of such an effort to design a system in which the respective communities participate in funding their campuses. In the spirit of consolidation and economic belt-tightening, it is the intent of the legislature that communities should be willing to support their campuses."
