"An Act  relating to residential  psychiatric treatment centers;                                                                
and providing for an effective date."                                                                                           
                                                                                                                                
CHAIR  WILSON  stated that  on  April  23, committee  substitute                                                                
(CS)for  SB 231,  work  order 33-LS1196\S,  was  adopted as  the
