     programs.                                                                                                                  
     Section 44: Updates the  definition of elected official                                                                    
     to  include  members of  regional  school  board for  a                                                                    
     regional educational attendance area.                                                                                      
     Section  58:  Requires  one-quarter  of  the  governing
