CHAIR TOBIN  announced the  consideration of  SENATE BILL  NO. 52                                                               
"An  Act  relating  to education;  increasing  the  base  student                                                               
allocation; and providing for an effective date."                                                                               
                                                                                                                                
CHAIR  TOBIN  said  the   committee  previously  heard  extensive
