committee  substitute. She  stated that  the effective  date                                                                    
was removed from the bill.                                                                                                      
                                                                                                                                
Co-Chair  Hoffman WITHDREW  his  OBJECTION.  There being  NO                                                                    
further  OBJECTION, the  proposed  committee substitute  was

out  that there  were  numerous occasions  when he  assisted

zero fiscal note from the  Department of Education and Early
